Daily Cooking -
The guy appears in the SW corner of the map. (That's where the ! is located.)
So - I go into the sewers to look - It appears he's on some lower lvl of the sewer - Is this correct?
I can't seem to get down there???

No, he's not in the sewer. He's in the building above, but because he's "inside" and you're "inside" the yellow question mark is not darkened.
EDIT: Not sure if you mean the quest-giver (a female) or the NPC you turn in to. The quest-giver is in the kitchen in the inn called Hero's somethingorother. Again, since you are both "inside" while you are in the sewer you will not see a darkened "!" either.

"Cook 4 Infused Mushrooms from the Dalaran sewers with 2 Chilled Meats in your Meatloaf Pan and bring them to Orton Bennet in Curiosities & Moore located in Runeweaver Square in Dalaran."
It tells you directly where he is. >.>

The guy you want is on the SECOND FLOOR in the back room of the building in question - head inside, pop up the stairs and you're set.
