As for Stormwind, your kinda screwed with the main entrance, however there might be somewhere to sneak in once the docks get built. Once your inside though the fishing is easy, many places you can hide in plain site that just aren't visited much.
The real pvp fishing is going to be
Old Ironjaw and
Old Crafty. Fishing once in an enemy city is cake compared to fishing for the rare fish. You will probably catch 1,000 fish from doing this alone.
I just caught Old Crafty yesterday in Orgrimmar (as Alliance). Got lucky; only took around 200 catches.
As a druid it was easy to stealth in, but once inside you have two decisions. First:
1. Do I want an easy way in?
2. Do I want an easy place to fish in?
The side entrance is easy to get in to. There are around 8 Horde guards (currently 65, going to 75 tomorrow), but they drop aggro before you get to the fishing spot. The problem with that first spot is that it is where Horde taking a portal from Shattrath are teleported. There's nowhere to hide besides behind the buildings, and that narrow area makes fishing very difficult.
The best spot is in near the PvP masters in the Valley of Honor. There's an outcropping of rocks and a waterfall there, and if you bury yourself in a corner, chug a camo potion, and /sleep, it's unlikely anyone will see you. The problem is getting there, because you need to ride through a lot of Orgrimmar and risk Horde coming out of the builder fresh by the Battlegrounds. Once you're there, however, it's the best place. That's where I fished; the first day I simply fished from behind the waterfall, but I realized people can see you if they look over anyway. The second day I hid in the little crevice in the rocks, and had no problems. I might have just been fooling myself, but I didn't get ganked and fished in peace for half an hour before catching Old Crafty.
Totally worth it. It was the most fun I've had in a while!
