You can fish anywhere to skill up. Skill ups are not based on location difficulty at all, so technically you could stay in the lowbie zone and fish til you hit 300. Of course, then you wouldn't get any of the money-making fish. Just go to the highest place you can fish while catching a good number, put on a lure and fish away. As your skill goes up it takes longer and longer to get a point, so be ready for some LONG fishing sessions. Hope you're a patient person :D

At 199, You should be skilling up in areas likeley to provide fish that you can sell for gold. Where this should be depends on your character level.

Under 25: Alliance: Darkshore, Wetlands Horde: The Barrens (Shore and Oases)
Over 25: Tanaris (with lures)

When you get to 225 experience and level 35, go to see Nat Pagle on his island in Theramore Bay to get the fishing quest. After you finish the quest, you will be 225/300.

When you are able to go to The Outlands, you'll find the trainer at the Cenarion Outpost in Zangramarsh. Purchase his book and read it to get your maximum level to 375.
