have max on expert at the moment but cant get any quest for getting to artisian. Is there any lvl req for that?

To get 150+ first aid you need to buy a book (Well 3 really)
To get 225+ first aid you nned to do a small quest.
If you look to the left near the bottom is a menu choice trade - by trainers, go there and it will show you where to get the book/quest.

It's actually level 35 now. You must be level 35 and max 225 First Aid to get the quest.
After you do the triage, level it to level 300, go to ah or outlands and buy the first aid book , that lets you get to 375 and make higher lvl bandages.
