The Herbalism trainer for over 300 skill is in the Outlands. Unfortunately, the list of trainers hasn't been updated yet.

I think Az is working on the list.
The Grand Master trainer for Herbalism should be in the starting outpost for your faction (Honor Hold or Thrallmar).
