After a very long time of searching this site, forums included, I have yet to find anything helpful about tailoring. What I'm hoping to find is a breakdown of who to see to upgrade and when I can do this. Basically what xp level I need to be and what my tailoring stats need to be. If anyone has this info, I would greatly appreciate it. Thanks.

As to where you can go for training, go to a city and ask a guard where the tailoring trainer is. If the tailoring trainer can't give you the proper level of training, he will direct you to someone who can. The usual reason for a trainer not being able to provide training is that the character has not reached a level where that training can be applied.
