Are you, by chance, using a Trial account?

Trial account tradeskills are capped at max 100. You'll need to purchase the game to go further.

Quote:
The following restrictions are placed on all Trial Accounts:

* A level cap of 20.
* A maximum of 10 gold.
* Trade skills are capped at 100 ranks.
* Inability to trade via the auction house, mailbox, or player-to-player.
* In-game chat channels will be unavailable.
* A limit on the number of tells that can be sent.
* Realms with login queues will give priority to customers with retail accounts.
* Will not be eligible for the Paid Character Transfer service.

I believe it starts around level 15 or 20, from there you should be able to take the level of the mob x5 = level needed to skin. IE: Mob is level 20 x5 = level 100 needed to skin it. All the way up to level 60 x 5 =level 300 skinning.

Dont worry i readon some other forums an found out all about it also to get your level up i found if you skin animals the same level or higher than you it goes up. But if you skin something thats about 4-5 levels lower than you your skill will not change.

A rule of thumb to go by for getting experience for pretty much anything is what color the action is when trying to perform it. Here is a guideline to go by on a paid accout (Trial accounts see the posting above showing limited caps)

Gray - no exp gained
Green - possible to lvl/gain exp with, but it will take a while
Yellow - More likely to lvl/gain exp with, could happen each time or take a few times to lvl.
Orange - Greatest chance to lvl/gain exp with (should get exp with every kill/action performed
Red - level is too high for you. (for trade skills it will tell you that you are unable to perform that action. Killing is still possible, but it is best to not try)

It is best just to look for things that are yellow or orange. I hope this helps.

The term 'mob' screwed me up for a long time too...

I thought that the common use of 'mob' was to indicate a group of individuals... so when somebody told me I should be able to handle 2-3 mobs, I was thinking 2-3 'groups' of monsters...

So, just by playing I've learned that 'mob' means a single monster... and that 'adds' are additional monsters, like minions or helpers... guards, whatever who get aggro'd if the leader is bothered...

I'm still learning a LOT as well... lol, long way to go. Learned a lot of short hand... like 'gl', 'omw', 'hf', and plenty more... you'll figure them out... i'm just on the tip o the iceberg.
