where do i train so i can get my black smithing to 230 ?

You can get training for items that will carry you up to and past 230 from the Artisan Blacksmith in Ironforge if you're Alliance. I know that the "Steel Plate Helm" is still orange in my spellbook at 230.
I trained with the smith in Booty Bay so that I could progress past 225.
