It only says that it's available in the BRD, but is it dropped or do you have to raise your fame and buy it?
Are you on the Test Server? Because from my knowledge it has not been put into open release yet.

Oh, yeah it isn't released but I've been hearing rumors on how to get it and everyone's saying different things so I wanted to know if there was any official announcements or something.
It is in today's (March 22nd) patch, but the notes don't say where you get it from.
Edit: Ooops, read the notes again, it can be found in Blackrock Depths (nothing more specific).

Found on the ground in the area where the Gnome Engineers are. The one I found in particular was right next to Golem Lord Argelmach.
Its a pretty large map/parchment looking item sitting on the ground, tough to miss. Clicking on it asks you if you want to learn the skill, accept and your done. A Rogue can easily sneak in and get this solo.
One other thing to be aware of, you need 300 in Engineering to get this schematic.
