Where can I get this? From what I've heard, there is a quest involved, but I can't find where to get this for Alliance. Also, I've heard you have to be level 40. Is this true? Thanks.

The quest giver will also tell you to visit regularly so he can teach you higher level bandages (for free). At 300 I have not re-visited however at 295 I remember visiting and getting Heavy Runecloth bandage.

I cant get past 225 and when i go to the medic in IF, she has a white exclamation mark over her head. I am a lvl 35 priest, am i too low

Once you hit 40 the quest will open up to you.

The quest is in Theramore Isle in Dustwallow Marsh. In the building that the NPCs are beating on training dummies outside (I believe you make a right then a left to get to the guy once inside).
