When can new chars be made on Sylph? :: World of Warcraft

I have a friend who wants to join FFXI. But atm it says due to the server merging, no chars can be made. (Which sucks.) I looked online where it talked about Mar 9 but it didnt say anything about when new chars can be made, anyone have any news?

Probably after the update/merge, which suggests the 23rd or so.

My guess is that SE will keep the new character lock a additional few days after the merger/update to allow for everyone who is merging to log on and fix any names they need to fix.
