I think the intent was to make her sound like her brother with regards to her desire for the Iron Throne. And they accomplished that IMO. I haven't read the books, but from the bits I've picked up she's going to change her goals at some point. I think this was a quick and easy way to set up the "before" state for the TV audience who wont have the luxury of reading several chapters of character development.
At least Xaro is well-realized.
I swear, when the other merchant guy said his name, all I heard was "Ducksauce". Dammit!
