Seems like a pretty cute Anime thus far.

I am not sure "cute" is the correct word.

Yea, I wouldn't say cute. I really enjoyed it but it would've been better with a little less fan-service.

But it is, half the time.

The duality of Elfen Lied might be best explained by the nature of its OP and ED. On one side there is a very serious, deep, and artsy element, and the the other you have J-pop. Half the time Elfen Lied is an exploration of childish impulses (i.e. what if a 6 year old could effectively act out their temper tantrum) and the other half it is a bland comedy ecchi about a magical girl forced to live with a guy chobits/ah! my goddess/midori no hibi/etc. style.

It'd be easier to say it's a bunch of boobs dipped in blood.

Aren't those mostly the same half? And the other one would be the boobs dipped in blood thing.

exploration of childish impulses (i.e. what if a 6 year old could effectively act out their temper tantrum) = boobs dipped in blood.
