I can't help with a worldpass, since I don't play anymore. (My PS2 broke down, and my PC is no longer capable of running it.) But I can give a little bit of insight to the people and the economy.
I don't know if you ever met me or not, but I've been around Gilgamesh since the summer of FFXI's American release. Most people consider me a jerk because I'm outspoken about my opinions, and am a jaded prick quite often, but people can be just as jaded and mean and easily brush it off. Besides, there are people on Gilgamesh who have done things much worse than I have ever done, and these are usually the people I speak out against anyway. (People who steal, lie, and ruin the game for others.) It seems like most of the time, those people are high level jerks with a lot of friends who are just as dumb as they are. Thankfully for you, if you're going to be starting from scratch, you won't have the displeasure of dealing with these people. Either way, I'm pretty sure it's the same on every server when it comes to this.
On an economy base, Gilgamesh is average as compared to most of the other servers. You can compare it with others via http://www.ffxiah.com/. That's the site I use to keep tabs on stuff reguarding the economy while I'm not playing. We still have our fair share of gilsellers so I am told, but most of the most vicious ones have either been banned, or are being pushed out of their places by legitimate players.
The server forums have become quite a social place lately, with very little drama and more fun social activities. You should check 'em out. There's a World Pass thread there if you wish to get a World Pass still. Sorry I can't help with that.
