Wouldn't exactly call this a commonly synthed item and the best HQ rate you could hope for would be 10% as a T1 synth if you can find a 94+ Goldsmith to throw a bunch of Lockhearts at (A drop from Frostmane, a rarely killed manticore NM in Teriggan). Considering it gets outclassed by Balmung or Subduer in a few levels as more readily accessible options, I'd just say to snag an NQ from the AH and focus on leveling. Shoot for an Algol or Naglering later.
