I saw someone shouting in Whitegate about a new LS that sounds like just what you're looking for. I believe the player shouting was Griever.

The Linkshell I am in, TravelersLot, has a bit of members who are still in the lower mission ranks as well as CoP and the likes. A bunch of us, who have already completed those even are usually willing to help out. We're always glad to help one another out.
