What Samira is saying is that Sec. of State is #4 in succession to the presidency, while Sec. of Labor is #11. Not all cabinet offices are equal and Clinton has attained a higher level of office than Perkins.

Pretty fond of banging married guys. Also pretty much conclusively embezzled a bunch of money from the Red Cross near the end of her life. Probably not saccharine enough. Amelia Earhart maybe. She did wear pants and everything, but was also from a very wealthy family and died before she could do anything too controversial. I'm not really sure how she contributed to American Democracy, whatever the **** that's supposed to be.
