He is also banned from all football stadiums for the duration of his suspension so he won't even be able to look gloomy on in the stands.

Edit: the ban for all football related activities also means he won't be allowed to continue training with either Uruguay or Liverpool.

Between the fine of ~$112k and the possibility of fines from Liverpool and of sponsors eliminating their contracts with him it's not much of a paid vacation.

I've seen a giant top hat as well, probably ruining the game for the person behind him. Is that who you meant?
