I can only comment on how it works in NJ, but here you HAVE to guarantee residency, and there's very little wiggle room there.

I'm sure there's a grace period, assuming FEMA can guarantee them residency, but in general hotel rooms are not acceptable. I doubt that family will have a permanent residence within whatever the time frame is.

I mean, a residency that allows for proper housing for 5 kids according to foster guidelines? Best case scenario I can see here is that only some of the kids get to stay. I'd be shocked if they managed to keep all of them.

I'm pretty sure the regulations allow for extenuating circumstances.

It's sad, but it's very likely some or all of those kids will get taken away. The social workers aren't supposed to look at "extenuating circumstances", they are supposed to look at the welfare of the children. Maybe the family will get lucky and this will slip through the cracks, but this would be the ONE TIME the system actually does what they are supposed to.

Then they will place the kids with a horrible family and forget all about them.

Unless you have personal knowledge of the this family you have no way of knowing that.

I tried looking it up, and all I could find was information about how disaster plans were required to become a foster parent, but I somehow doubt that that means you have plans that cover completely losing the home. They mean evacuation plans and such.

I didn't see anything suggesting that state law included natural disasters, and everything I've seen of foster systems in general suggests that those parents won't keep the kids unless they can obtain permanent housing right away. But the code they've published online specifies that you must maintain a home with sufficient sleeping arrangements, or lose your eligibility, and that a child will be removed if they deem it in their best interests. Considering this is a state that isn't a stranger to natural disasters, and that there's absolutely no mention of emergency extenuating circumstances in the code, makes me think that it's just not in it.

It's possible they can keep the kids. Maybe they have a lot in savings (though the father worked nights, so I doubt it). But it's also possible that FEMA can place them in a large rented home, instead of an apartment. If it's something they can actually afford to rent until they have something else, it might suffice.
