I tried looking it up, and all I could find was information about how disaster plans were required to become a foster parent, but I somehow doubt that that means you have plans that cover completely losing the home. They mean evacuation plans and such.
I didn't see anything suggesting that state law included natural disasters, and everything I've seen of foster systems in general suggests that those parents won't keep the kids unless they can obtain permanent housing right away. But the code they've published online specifies that you must maintain a home with sufficient sleeping arrangements, or lose your eligibility, and that a child will be removed if they deem it in their best interests. Considering this is a state that isn't a stranger to natural disasters, and that there's absolutely no mention of emergency extenuating circumstances in the code, makes me think that it's just not in it.
It's possible they can keep the kids. Maybe they have a lot in savings (though the father worked nights, so I doubt it). But it's also possible that FEMA can place them in a large rented home, instead of an apartment. If it's something they can actually afford to rent until they have something else, it might suffice.
