EMP missile sort of.
This is scary stuff. This thing wipes out electronics.
People will look at this and say, AWESOME!!! non-lethal 100% effective. Here's the problem though, military forces can function without electronics, albeit at a lower effectiveness, modern civilian populations generally can't. We've become dependent on electronics for everything. This effectively being a non-lethal WMD could potentially send us back to the stone age in short order as its use will be treated as more acceptable than directly lethal options.
Now, imagine what would happen if say, New York suddenly lost all electronics, not a power outage, complete and permanent nullification of all of the electronic devices in the city. No cell phones, no radios, no sanitation, no transportation, nothing. *cough*

Be glad it's an actual missile now and not a high altitude nuclear bomb detonation. I don't mind tech failure if it doesn't come with a free dosage of lethal radiation

I'm assuming they can aim it somehow? So it doesn't like destroy everything everywhere.
On the plus side this means my cellphone wouldn't work and I'd get some quiet time. No e-mail would be nice. Sequencing would take a step back to manual mode and that would suck, but I may be willing to put up with it.

Meh. Turning off the power in opposing countries has been a tactic for decades, and has never made war bloodless. So spending more money to do the same thing sounds pointless to me.

No, it's actually a pretty useful tool. It allows for airspace control, since most Sukhois don't have sufficient shielding, and nondestructive grid dropping makes the cleanup cheaper.

Near the end usually. Most of the time shit we blow up multiple times is in the process of being repaired. Guess it comes down to just how significant the difference between clean up is, including the cost of the weapon systems and whatever other variable that comes up between start and finish. Doesn't seem so far and above better than the current fine carbon filament method.

Well, one big monumental advantage here, and this is very situational, is that should the enemy choose to locate their radar / anti-aircraft systems in a populated area, we can strike with EMP devices with far less potential for collateral damage injured / dead civilians.

I think he's more concerned about (1-10) losing civil society, and definitely concerned (1-10) about the impact losing all utilities would have on his life.
