Build a custom recycle bin that's basically a giant raccoon trap.

What time do they pick stuff up? Can you just put it out in the morning? I'm all for reporting as well, but I wonder how much it would take to get them to do anything about it.

As soon as she came onto your property it became a trespassing felony. Put some "No Trespassing" signs up and put the cans in front of your garage door again. If she goes up the driveway again record it and call the cops.

I don't mind people taking my trash. In fact, I use them as a reliable source to get rid of large items without having to pay anything extra. Smaller items I think someone might find useful I'll set aside on the curb and let some dude take that old box of VHS tapes to sell for 10¢ each at the flea market. Provided they don't make a mess, more power to 'em.

But if I asked someone to stop pawing through my trash and they steadfastly refused, I'm sure I'd have an issue with it as well.

What your neighborhood really needs is an armed guard, that should be an adequate deterrent.

It's not really worth worrying about IMO. When you look at the total costs (including subsidies), recycling generally costs more money than it saves on net. If you're putting your recycling into a blue bin on the curb for the trash company to pick up, you're basically giving it to someone else anyway. I don't believe that the trash company really cares about the total dollar amount they can get for what's in the recycling bins at all (it can't possibly make up for the costs required to pick it up). They get a subsidy from the city for doing it, and the city's interest isn't about making money either. It's about making people feel good about their city being so responsible. Of course, that's mostly a crock as well. If you've ever actually gone to a recycling center (where the recycling ends out, not where it's picked up), a large majority of it just sits in separate piles from the landfills the normal garbage goes into. Most of the money goes into picking it up from people, not into actually using it again in any useful way, and most stuff that we recycle never gets actually recycled at all.

If it really bothers you, or you think you're somehow being stolen from, then save your own recycling and take it down to a center once a month for the buck or two you'll get in return. Or you can just allow the individual to do it instead of the trash company and just shift around where the money goes a bit. Think of it as a service. You'd probably have to pay someone to take that stuff off your hands (and technically, you are), but here's someone willing to do it for free! It really doesn't hurt you or anyone else at all, so why worry about it?

The obvious solution is to install your own metal and glass recycling center / smelting plant. And then push her in the smelter! Mwahahahahahahahah!!!!
