Well, can't do much more than
(A) Try
-and-
(B) Actually stop aid when they stop allowing open inspections, etc.

We've been good at (A) for the last few administrations. Not so good with (B).

Either that or they have a new reactor to work from while the current "main reactor" is being inspected.
