It really freaks you out that much that you're afraid to talk to him? He's just used to a gym locker room setting apparently. Every time I go to the gym all the younger guys change behind the curtains conveniently attached to each shower area but the older men who are used to a nude environment in the locker rooms just walk around naked the whole time. This honestly wouldn't bother me much, he doesn't have anything I haven't seen before, but it would be odd in a work environment and I think it would be perfectly reasonable to ask him to stop. It sounds like you don't have a personal work relationship with him to risk anyway and if everyone else is also bothered I don't see why you have to be worried about being the guy that told him to put his junk away.

I put this in the same category as making annoying noises at your desk, when he was getting nude by the doorway where any passerby might happen to see, that is a bigger issue. Even that I would still say politely informing him of his offense is the first course of action. I hate how the norm is to report to authorities right away.

Locker rooms and workplace rest rooms are quite different. Especially as I'm guessing this guy's behavior is specifically geared towards getting attention, given the other details we now have. I don't think imagining a normal guy changing is properly describing what's happening here.

Hell, just think about the fact that instead of using the shower, he's sponge bathing in the sink. And was doing it where the women of the office could see him, before he was asked to stop. Now he's just doing it where everyone else can see him, and it HAS to be more annoying then quickly rinsing off in the shower.

Honestly, the guy wants attention. I can't see it any other way.

Post a NO NAKED sign in the bathroom. One of them red circles with a line through the pictorial of a nekkid guy.

Not my fault that SOE releases buggy expansions. I was just helping them test the bug!

I wasn't trying to argue against that really, I was just trying to explain why I wouldn't find it so shocking to prevent me from talking to him about it. I also said in both posts it was obviously inappropriate for a work environment. Sorry I get a little off topic illustrating my points sometimes.

I also have to say his persistence would certainly warrant a more blunt approach when talking to him. He's obviously very dense and needs it. Also, he likes you.

You'd be expected to supply half his responses to gbaji and varus too.

Well, if you're going to be a lunatic you may as well be an orthodox lunatic.

Strict adherence to dogma's never been his weakness, I suspect. People with his condition tend to be very obedient to their parents.

Alternate response: I'm sure Stalin would disagree.
