People are really quick to pull the "this violates our free speech!" card, but I don't think the argument applies in this case. If someone is going to make that the basis of their platform, they should make sure they understand it.

Not so much dampening free speech. It's not stopping you from saying/doing anything. It's just making it so if you did do something illegal you'd get caught.

Could the law be used for "bad" things... maybe. Does it stop free speech? No. I don't think the "fundamental rights to free speech" is violated if someone knows what you are "freely speaking".

I like the bit at the end "access to our culture". By trying to limit piracy they are blocking access to people's culture. By trying to limit piracy, they are "violating our fundamental right to access to our culture." It really goes to point to how many (not all) people believe they have some sort of right to free everything (media or otherwise) just because it's digital.
