"We" being "US based oil companies who could bid on producing the newly liberated Iraqi oil fields". With the fantasy that the US would somehow recoup its war costs through tax revenue on them or something. The reality quickly set in that simply rehabbing the fields and infrastructure would wipe out profits through the near future and that most of the largest companies able to exploit them in their condition were't even US firms.

The other facet was the idea that seizing the fields would stabilize oil prices and keep them lower since there would be a larger global reserve under "friendly" control. We all see how well that's worked out.
