It varies. Generally speaking fred is used during premium billing resolution questions while things are being resolved, sometimes as a reward for admin or moderator run contests (of which the button hasn't really existed long enough to be used for such) sometimes as a reward for help in testing something out, sometimes if we see someone posting a notibly helpful reply to some new poster (often in the feedback forum)

Also for people who send me cookies.
