He can just wait till Democrats take back the house. Once people actually hear what the Democrats want to do Bush's popularity will rise automatically simply in protest. By the way, I completely support the Democrat's position - heck I'd go further.

Eventually the US taxpayer is going to pay for the Iraq war, the tax cuts, with interest. At that point I'm not so sure the war on drugs, the war in Iraq, the huge tax breaks of Reagan and Bush will seem wise (or even seem like conservative policies).
Bush virtually never admits error. His largest error was thinking he could actually do the job - oh wait, he isn't. His second biggest error was thinking if he just picked "good" people they could do his job for him. His third biggest error (which easily could have made up for 1 and 2) was not listening to the good people he did have on board.
