Someone's trying to get us to do their homework again.
Make sure that you create enough media attention to the opposite of what you want to accomplish that everyone equates NOT doing it with being a terrorist.
Make sure the infrastructure is already in place to support whatever changes you need done (ie. burka's easily accesable if you are going in that direction)
Stir the pot every month or so at the local level with the same news story told in a different way.
Change people's diet.
Voilla. Social change.
