After his mother collapsed, unconscious, six-year-old Robert Turner did exactly what he'd been taught to do in an emergency. He dialed 911.
In a recording of the first call, the son is heard saying, "My mom is passed out." The operator responds, "Where's Mister Turner at?" Robert Turner explains that his mother is unable to talk. The operator then says "Okay, well, I'm going to send the police over to your house to find out what's going on," and then hangs up.

But neither the police nor medical personnel ever arrived, according to family members.

Three hours later, the boy called again.

In the second call, the operator asks to speak to his mother, "before I send the police over there." She then tells the son, "You shouldn't be playing on the phone. Now put her on the phone before I send the police over there to knock on the door, and you're going to be in trouble."

Again, neither police nor medical personnel responded and 46-year-old Sherill Turner died.

The incident occurred in February and weeks later, police say the incident remains under investigation.

Robert is now staying with relatives, one of whom, Tyrone Patterson, said of 911 operators, "Everyone should be trained to treat every situation as an emergency. People do not call 911 as a joke."

But pranks do happen a lot.

Officials estimate about one-in-four calls to Detroit's EMS service are not legitimate and they say responding to every single one of them would strain resources.

The Turner family's attorney now plans to file a wrongful death suit against the city, but young Robert says he'd settle for having his mom back.


That's just messed up. When you're a kid you get it drilled into your head if there's something wrong you call 911. Prank calls or not, he called in twice. Most 6 year olds wouldn't have the attention span to call in another 3 hours later.

I believe it is policy in my province that every 911 call that comes in must be responded to. Even if it is at a payphone and person hangs up.

It is a policy Bhod. I actually heard a tape of it on the radio. It is really hard to understand what the child is saying. For some reason, whether it is how low he is speaking, or if he just didn't know how to put to words what he was trying to say, it was barely intelligeble.

From what I heard, a police officer should have been sent. You COULD hear the moaning of someone in the background, which would have caught my attention right away.

Blows my mind sometimse...

Every phone line has a 911 surcharge, it has to be one of the better funded orginizations in the country. This is inexcusable. The fact that they don't plan on firing the operator is just fuel for the fire. If I was a votor in Detroit I would be outraged that there is no political pressure to save face and fire this operator.

The audio from the call was also played on a local radio station. You can clearly hear the boy the first time he calls 911. The female respondent sounds very irritated and asks to speak to a grown up. The boy tells her that his mom cannot get to the phone. She then tells him she is sending an officer to his home. However, an officer was never dispatched and the boy called back 3 hours later. This time, the same woman answers the phone and she sounds absolutely disgusted and begins to berate the little boy. She then THREATENS him by saying "A policeman is going to come to your house and you are going to get into a lot of trouble." The boy actually lets out a groan because he knows the woman does not and will not understand. He then hangs up.

So, the operator first told him a police officer was coming. Then, during the second call, she threatens him with a police officer and still no one is dispatched. Sad indeed...

the woman needs to be fired. I dont care how long she has worked there it's clear shes incompetant. Long years of work does not take precadence over not actually performing the job in the first place!

For the two years I was in marching band, every single trip we took for competitions or very distanced games, we used tour buses that happened to have TV's with VCR's strapped to them- so on the way to and on the way from these events, one of two things was on at all times. The Princess Bride, and pre-recorded Drum Corp marching video's (as inspiration). And we're talking across half the state trips for some of the competitions. (Austin to Duncanville)

When you can't sleep because of the noise, didn't have a CD player on hand to listen to, or a gun to put a bullet in your head, you have little choice in the matter.

Then there's the little sister who would only want to watch "To Wong Foo", "Ever After", and "The Princess Bride," but that's a different story.

It's not just the woman though. There's clearly something wrong in general with the proceedures at this particular 911 call center. It wasn't just one woman who thought it was a prank. The kid made two calls over the course of a couple hours. Two different operators picked up. Both decided that it was a prank and didn't take the call seriously.


The problem with the whole "they have to send a police car", is that there's no time defined in the rules. What often happens is that it's up to the operator to prioritize the call (which isn't a totally bad way to do it in principle). So, if they think someone's dying, or a crime is being commited right then, they send a cop right then. If they think it's a prank, or a wrong number, or whatever, they'll send a cop, but on such a low priority that the cop wont show up for hours.


I imagine the cop who did arrive on the scene was pretty startled when he gets there thinking he's going to have a talking to some kids for prank calling 911, only to be let in by this kid and shown the now dead mother.

out of curiousity where does it say that it was two different operators? From what Ive read here and other reports it sounds as if one and only one operator was the culprit. I'll retract that if you can find me a link that says there are two seperate operators who handled and verbally said almost the exact same thing workd for word to the boy though.


I dont know what is going on but I was always told that no matter if it was a prank a car had to be sent out immediatly to the house. This woman was in the wrong and the police station is in the wrong for keeping her.

By the way while perusing for more articles on this, I found an interesting transcript from another Detroit operator playing disbeliever to a caller, this time an adult woman. check this out
