Makes you wonder if the official Haliburton strategy isn't just "Overcharge for everything, we'll only get caught on about half of it!"

This really wouldn't surprise me. There have been instances when insurance companies repeatedly denied claims in the hope that the claimaint would simply give up and pay it himself, which they often do. I don't see why a huge, hugely complex and convoluted corporation like Halliburton wouldn't try something so insidiously simple. Hell, careers get made when people dare to make that sort of suggestion.

The secret to it is to overcharge enough to cover the cost of the times when you get caught and fined. It's like being a financial advisor-- you make money comin' and goin'.
