I haven't seen a single crystal drop while lvling my war from 16-24 I have been in dunes and qufim and have had signet the entire time is it just me or have the drops for crystals been decreased.
By this I don't mean that I just haven't gotten any but I have yet to see any drop.

Don't know about Valk. but Qufim has been Beastmen Controlled this week and last.
lol, in Valk you were probably the only person with signet, or something stupid like that.
I've just been into VD for a few hours and seen plenty of crystal drops :o ... You may have been terribly unlucky :x
As stated above, it was probably just in Qufim and you noticed there. When the region is beastmen controlled, the drops seem absolutely empty.
