I never bothered with it because I had a relic hat by the time my BRD was in the 50s...so I knew I'd only really use the crown for a few static group sessions before swapping to that. It's decent, but it does limit your choice of food. IMO, the biggest factor with the Opo crown is the relative certainty of obtaining it (it does take a little effort, obviously). Consider something like, say, Goliard or Relic, which both have 5 CHR, almost netting you the same CHR with no food. Turban gives you 30HP/MP with no food. If you factor in, say, a Tavnazian Taco "when it counts", then you get 4 more CHR, and 20HP/MP, plus a solid DEF boost if you're pulling, and so on. Basically, with the crown, you're locked into using Pamamas just to get the "real" stats, and there are other items that already have much of the benefit without using food at all, so those + food are better.

It'll vary because it'll depend on your target mob. Obviously, for buffing, CHR is useless, so pile on the +skill and/or song casting time/recast gear. Most song effects will cap by 75 with modest +skill gear, if any at all. Primarily it's Victory March that you continue pushing skill as much as you can for.
Offensively, I think it partly depends on what's available in the slot. If you can get as much or more +skill as you can CHR, then it'll likely be better to stick with skill. When you can get a fair bit more, IE, Errant/Osode/Marduk over Minstrel's Coat, then use the CHR. Past that, test.
This is what I use, which is pretty modest, but it works well enough.
