Does it need admin privileges? Have you tried compatibility mode?

WinPcap is one of the Not compatible programs under Windows 8 Release Preview that is why Item Collector wont work or install

You can get winpcap to run if youinstall it under the desktop section and set it to force windows 7 compatibility mode. I was able to get wireshark running that way at any rate. Haven't tried item collector yet as I determined that eindows 8 was a horrible abomination and microsoft has lost their collective minds and haven't touched it since though.
