If I recall correctly, the very same problem was also looked at when there was a banner for the D3DB win beta keys contest or whatever it was a little while ago.

Spoke too soon. It now reappears every time I restart the browser.

Browser being Chrome 19.0.1084.46 m.

Increased the close duration to a week instead of a session.

Close duration must have reset itself to session, because people are reporting that it reappears on browser restart.

Happens on my end as well.
