The form requires all fields save for second address line filled. The state/province line is also required, however only allows 2 characters while I live in Finland and we don't have the same kind of abbreviations for states as, say, United States. Trying to leave the line empty, it also states "State/Province must have a valid value", so random abbreviation of my state could be wrong if any is accepted.
I also checked the contest rules and it clearly states the contest is international. The form simply does not support this.

I just typed whatever in the province field.
They read the country first, send it to Finland and then your postal system takes care of the rest, usually ignoring the province field.
