The tool here: http://rift.zam.com/en/stc.html

has a few bugs/issues.

Elementalist - Planar Expansion requires 5 points in itself, which means it is unselectable!
If you have a mouse-over popup and select a skill, the popup does not update.
Abilities granted by this build does not update casting time or other such things based on skills.

Which browser are you using? Some of these issues were fixed yesterday. IE in particular has some issues.
