So I am seeing people avatar change based on a rate down, how is this possible?

Avatar changes take awhile to update on older posts that person may have made.
Rating them up/down updates their avatar/sig.

I guess you managed to be reading one of their posts just after/during an avatar change.

Post count, sig, and avatar are not updated on ~~past~~ recent posts immediately. They are updated after a certain amount of time, or if someone rates a post, they will all be updated right away. This is why you can often see posts from the same person displaying different post counts, and right after someone changes their avatar/sig, with different avatar/sigs.
