I've always had an issue with my character staying rank 10. For some reason it always reverts back to rank 9 on my main even though I believe I have all the correct quests checked off in all areas. It's been happening for Bastok and also when I was a citizen of Winhurst.
Anyone have any idea what's up with this?

Mine stayed a Rank 10 until I did my signature graphic. Then it changed back to 9. I edited the information section and updated the signature and it seems to be staying at 10.
Anytime that I have made changes, in the past, to that information section (Rank, levels, title, etc.) is changed it to 9.
