Moving threads to more appropriate forumsFollow

It would be nice to have a system to allow users to move threads to more appropriate forums by vote, somewhat like how karma is essentially the ability to cancel posts and threads by weighted vote. It would be more newbie-friendly than just rating down off-topic threads, since often forum newbies don't even know that more appropriate forums for their postings even exist (not many people know about the tech support forum, for instance). Also, sometimes a thread will change topic partway through, and it would be nice to be able to move the thread someplace that reflects its new topic.

The way I'd envision it looking in actual operation is something like this:

(1) Scholar or better user clicks a "move suggestion" link near the "reply to thread" link.
(2) Special "move suggestion" post is created, with karma-like feedback mechanism in the body of the post.
(3) Assuming "move karma" reaches certain amount, the thread is moved.
(4) Thread name in previous forum has "Moved: " prepended to it, and clicking on the link takes the user to the thread in its new location.
(5) Thread in previous forum is no longer bumped by posts to the thread.
(6) Moved thread appears in new forum as if it had just been posted.
