Judging by the information I've seen Kao post over the last few months, I'd say that this is always the same person, that they live in St. George, and are only in Logan for school.

there are more than one of them I think. Since that site got bought out by the Idiot Gamers Enterprise (IGE) they have been spamming alot from south korean addresses, and at least 2 UK addresses. They may be hacking them and using them as relays, but there has been enough variance in the south korean addresses that I believe at least one of them is based over there.
