What's the real flood control time between posts?

Everytime I post too fast, I'll see something like, "20 seconds have not passed since your last post...you have 37 seconds remaining."

just curious.

It's 20 seconds, but sometimes the various servers get out of sync, so the time variable set for one can in fact be greater than 20 seconds when compared to the others
