Item Collector questions... :: World of Warcraft

On February 10, 2004 the updates section said

"It will take a while though before berserker is updated on every item, so for now take any search with a grain of salt. As always, we rely upon your submissions to fill in our information, so please send any new items, quests, recipes, etc to allakhazam@allakhazam.com and we will do our best to get things entered as quickly as possible."

Now I feel a little confused by this... I am a premium user, and I use the Lucy Item Collector tool. I was under the impression that the tool would automaticly upload to Lucy any new items, or items with changes. Is this correct or incorrect?
If it is correct... what exactly does the statement

"we rely upon your submissions to fill in our information

" mean? If the item collecter is getting raw info, why would you rely on individual submissions? No, I am not talking about my characters profile... but actual Equipment data.

Because at this point in time we're still running with two separate Item databases.

The linkage between the two is a quick hack at the moment, I'm working on a better integration, but it's taking longer than expected.

With the change to EQ items this week, where they've removed Atk, haste, etc from the spell effects and added it to the items themselves, I've opted to simply redesign the EQ Item database, so the scope of the project has changed yet again...
