I am correcting you right here - even with 16 worlds, there are still too many players at endgame to get sh*t done. At lower levels, yes, there is a lack of bodies, but XI's content is designed in such a way that higher levels can always help out with lower level content, and they frequently do for linkshell members. So the entire potential playerbase - all 20,000 people that are currently on each server - is available for the level 10 content. All 5,000 or so people who participate in endgame have to fight over the same small number of camps for certain things, and it's really a pain in the ass. Abyssea is finally calming down but once the next big battlefield is released it will start all over again...
Even today, good luck finding a yellow Gukumatz.
