Well it doesn't actually do anything so it's going to be pretty low on the list of things to fix. oh you're talking about the ability of an admin to edit a post/title/thread? My guess is that ability for an admin is pretty much universal in forums. If you can edit a post, you can edit a post.

I guess you could just disable changing the title ever, but that doesn't seem like a good idea at all.

That was the previous corporate entity. And the magazine ceased existing. And I never even got "MY" magazine and I work here damn it!
