Try a 20mm cal ceramic tipped railgun slug. L10 BRG is rated to take .50 cal hits, so you need to get a little creative.

The funny part is that you never even checked out the 20mm sniper rifle. They exist and have been used. There even was a movie with Dolph Lundgren using one as
a professional killer.

You could also do a coilgun, but it'd be an intensive setup to get it to punch the glass. It would be quieter, though.

Quieter for a tiny one maybe. Larger scale rail and coilguns have a fair amount of noise to them so far.

Source sound. Rails have contacting parts, coils don't. they also tend to arc plasma. you can also put noise reduction systems on a coilgun. Still hard to get one strong enough and small enough.

Here is a small, non-military grade handheld one.
