Entirely false. However, even if it were true, milk makes so many things great, while cookies only make cookies good. Unless they're uncooked, in which case they make soft served ice cream really good too.
And the ice cream brings it back to milk being needed to make the cookies better.
Yeah but those aren't warm and gooey either. They're chemically altered to prevent drying / stiffening, and ever since they modified the recipe (right around the same time they reduced the cookie diameter, ca. 20 years ago), they taste like utter ****.
Cookies should be warm and gooey. Hard cookies are nasty.

No, there is a distinct difference. A warm and gooey chocolate chip cookie is one of the most orgasmic experiences when it comes to food. Brownies and cake are fluffy and usually at least half an inch thick. A warm and gooey cookie is still a cookie.
Cookies in general aren't that awesome but some cookies just make the world better. Like stroopwafels. And stroopwafels are always good, milk needs to be made into something else before it's any good.
