Also the Army Core of Engineers had been telling whoever they let run New Orleans that soon as a big storm hit, they would fail. This was pretty much common knowledge around this area. And I live 3 hours from NO in another state.

(A) The above has been tongue-in-cheek.
(B) The US Army Corp of Engineers has had ultimate (although not sole) authority over our nation's dams and levies since 1917 through the Flood Control Act. No matter who they passed off various operations to, the levies' upkeep was the US ACoE's ball to drop.
