No. It doesn't mean that at all. The numbers are called up in order, in advance. Where you go as a result doesn't affect anything at all. If number 267 gets hit by a bus on the way to the recruting depot and you are number 268, you don't magically get called if you wouldn't have otherwise. It didn't work that way.

Again you miss the point of what I was asking. Do you know for a fact that GHB "pulled strings" to get GWB into the guard? Or are you just assuming that because he went to the gaurd instead of Vietnam, and his father happened to be a Congressman at the time?
How about I just "assume" that the military somewhat automatically avoids putting the sons of elected federal officials into front line combat positions? My assumption would be about 100 times more valid then yours.
Given the time and climate and military position of the US at the time, GHB would have had to "pull strings" in order to get the military to put his son into combat duty in Vietnam. The opposite is nothing special.
