I know this sounds like a stupid question, but...

Is there anyway you can squash/stretch pictures using the Bitmap Image paint program? If not, what do I need?

Are you looking to resize an image to use as an avatar?

If so, and you have something like Photoshop, you can easily select the dimensions in pixels or inches and resize the image that way. I'm no expert, so you'd be best to Google a Photoshop guide if that's what you're using.

ACDSee has a built in editor that will resize on either (or both) vertical and horizontal axis.
