Singing skill or CHR? or both?

I'm going to take a guess and go with singing skill.

Singing/Wind skill for buffs, CHR for debuffs, until you get to the point where you can equip ~110 CHR, and then start adding Singing/Wind to that set as well.

On that note, if you're using a Wind Instrument (every important song has a Wind Instrument compliment) Singing and Wind skill will both boost your songs by the same amount since they're simply added together. That's why Choral Cuffs are better than Bard's Cuffs etc.

Debuffs:
It depends on your target mob. For leveling, it should be ok to stack CHR. If you happen to be over CHR'ed, your returns will start to diminish, and you'll want to start stacking Skill and MACC. At 75, this happens to be around 120 CHR. During leveling, it is more forgivable to only wear CHR for debuffs, but once you hit 75 you'll want a better complement of gear.

Recent testing on magical accuracy has shown that CHR and Skill add the same amount of accuracy on debuffs, provided you don't go overboard. Use your own discretion to figure out what 'too much' is.

Buffs:
Buffs are affected by Skill. Some buffs do get more potent as you add skill, though you'll have to do your own testing to determine how much skill is needed to raise a particular non-75 buff.

Since you are a starting bard, I assume you using /whm, have no clue what level you are but...

At lower levels concentrate on CHA gear, and grab +skill gear where you can... Ele staves, light and earth, are a definite must once 51+ ...

Once you hit 60+ and get more gear options you'll be able to figure the rest out fairly easily...

oh and the current *basic* idealogy is 1skill=2cha (til the soft cap of a debated 110-120cha at 75)

This has changed. There's a nice influx of new research across several sites now that show this isn't quite correct.

Basically, in terms of magical accuracy, 1 Skill = 1 CHR when the difference in CHR between you and the mob is less than +10, otherwise 1 Skill = 2 CHR. ie: If the mob's CHR is 50 and your CHR is 60, you get the equavalent of +60 Skill. If the mob's chr is 50 and your chr is 80, you get the equavalent of +70 Skill.

The problem here is that you usually don't know what the CHR total on the mob (for every mob) is. Ironically, it seems that most common HNM (sky, kings, sea, etc) have a common cap around 120 for most stats - hince the magical 120 number (which, to note, is casually 'thrown out' for many things -not just brd- and generally respected, despite no real testing or evidence).
